FEMA Declared Disaster – California Wildfires (DR-4610-CA)

Newrez LLC "Newrez" Approved Correspondent Clients: please note, on August 24, 2021, FEMA issued a Major Disaster Declaration, under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act), for the California Wildfires natural disaster events with an incident start date of July 14, 2021.

 

Under the FEMA Major Disaster Declaration, the following four (4) counties have been designated for Individual Assistance due to the impact of the disaster:

 

  • Lassen
  • Nevada
  • Placer
  • Plumas

 

FEMA has not issued an incident end date for this declaration at this time. However, Newrez is designating August 14, 2021, as the incident end date for the wildfires in Nevada and Placer counties as the basis for determining inspection requirements described below. The fires in these two counties have been contained.

 

The following zip codes have been identified as areas near or within the containment perimeters of the wildfires with a higher risk of impact from the disaster and will require the following inspection requirements by product type.

  • For properties within the zip codes listed above in Nevada and Placer counties with an appraisal dated prior to August 14, 2021, a Disaster Inspection with photos evidencing the property is free from damage and the disaster had no effect on the value or marketability is required.

 

Lassen and Plumas Counties

 

  • For properties within zip codes listed above in Lassen and Plumas counties with an appraisal dated prior to July 14, 2021, a Disaster Inspection with photos evidencing the property is free from damage and the disaster had no effect on the value or marketability is required.
  • If the Disaster Inspection or certification reveals more than minor cosmetic damage, a new interior appraisal is required.

 

VA

 

  • VA IRRRLs do not require Disaster Inspection or Veteran’s certification.

 

Nevada and Placer Counties

 

  • For properties within the zip codes listed above in Nevada and Placer counties with an appraisal dated prior to August 14, 2021, a Disaster Inspection with photos evidencing the property is free from damage and the disaster had no effect on the value or marketability is required.
  • Veteran’s Certification, signed and dated:
    • “I have inspected the property located at ____________and find its condition now to be acceptable to me. I understand that I will not be charged for any disaster‐related expenses and now wish to close the loan.”

 

Lassen and Plumas Counties

 

  • For properties within zip codes listed above in Lassen and Plumas counties with an appraisal dated prior to July 14, 2021, a Disaster Inspection with photos evidencing the property is free from damage and the disaster had no effect on the value or marketability is required.
  • Veteran’s Certification, signed and dated:
    • “I have inspected the property located at ____________and find its condition now to be acceptable to me. I understand that I will not be charged for any disaster‐related expenses and now wish to close the loan.”

 

FHA Loans

 

  • FHA Streamline Refinances do not require Disaster Inspections.
  • The following inspection requirements apply to all properties located within the FEMA designated counties listed above, regardless of zip code.
  • If the FHA appraisal is dated prior to July 28, 2021, an exterior inspection report with photos completed by the original FHA appraiser with photos evidencing the property is free from damage and the disaster had no effect on the value or marketability is required.
    • If damage exists, follow requirements outlined in 4000.1 Handbook for PDMDA designations.

 

USDA Loans

 

  • USDA Streamlined-assist and Streamline without Appraisal Refinance do not require Disaster Inspections.

 

Nevada and Placer Counties

 

  • For properties within the zip codes listed above in Nevada and Placer counties with an appraisal dated prior to August 14, 2021, a Disaster Inspection with photos evidencing the property is free from damage and the disaster had no effect on the value or marketability is required.

 

Lassen and Plumas Counties

 

  • For properties within zip codes listed above in Lassen and Plumas counties with an appraisal dated prior to July 14, 2021, a Disaster Inspection with photos evidencing the property is free from damage and the disaster had no effect on the value or marketability is required.
  • If the Disaster Inspection or certification reveals more than minor cosmetic damage, a new interior appraisal is required.
